Context:
Metro’s Long Range Transportation Plan sets a goal that 5% of all trips would be by bicycle by 2025. In the past, Metro prepared countywide Bicycle Master Plans (BMP) by compiling local city BMPs.  For this 2006 BTSP, Metro instead identified hubs that integrate bicycle transportation with transit to foster multi-modal trips.  Policies and hubs are shown in Volume 1.  In addition, Metro compiled existing and planned bicycle facilities in its Volume 2 Metro Bicycle Transportation Account Compliance Document.

Goals:
The goal of the BTSP is to integrate bicycle use in all transportation planning, including transit-oriented development.  The BTSP is designed to be used by cities, the county, and transit agencies in planning bicycle facilities.  The document serves to specify Metro’s priorities relative to future funding for bike projects.

Proposal Summary:
BTSP includes bicycle policies on planning, funding, parking, connections to transit, commuting, promotion, education and safety.  BTSP designates 167 bike-transit hubs throughout LA County, then details plans for twelve at: North Hollywood Red Line, Chinatown Gold Line, Willow Blue Line, Pomona MetroLink, Palmdale MetroLink, El Monte Transit Center, Exposition Park/USC Harbor Transitway, LAX, Inglewood Transit Center, South Gate Commercial Center, South Bay Galleria Commercial Center, and West Hollywood Fairfax Commercial Center.  The document also summarizes major gaps in the inter-jurisdictional bikeway network.
